Finally, just let me touch on a couple of other issues…. Noise mitigation measures will be in place to ensure that the noise levels around rotating equipment and at the project boundary are consistent with OSHA requirements. And the zoning boundary and the facility design will incorporate large set-back distances and will incorporate natural vegetation screening to mitigate off-site noise.

The facility will be equipped with various safety and fire-prevention suppression systems, and lighting within the facility will be used to ensure safe operations around the clock, and aid with security. Low intensity lighting will be used at night to minimize glare to surrounding residents and roadways. And large buffer zone will additionally help with this.

So, that was just touching on some of the issues related to the project that we address in our application.

In conclusion, the significant impact on the local and regional economy related to job creation, tax revenue, induced economic impacts, with very little burden on local infrastructure and services. Elk Run Energy agrees to the mitigation measures identified in the various studies and in particular, the transportation study, and direct funding for programs is also being proposed by Elk Run and committed to in the development agreement which I’ve mentioned several times.

The project as we have defined it here has gained the support of the Cedar Valley Business community. The Cedar Valley joint chambers of commerce in Waterloo and Cedar Falls have endorsed the facility…Waterloo Industrial Development Association, Waterloo Development Corp., and the Greater Cedar Valley Alliance; they’ve all endorsed the facility with the qualifications that we get the appropriate permit, we incorporate the biomasss fuels, we imploement transportation mitigation, etc.

So in closing, In closing, MR. Mayor, Council members, I ask that you please vote in favor of the petition for annexation and the application for rezoning. Thank you very much.
